Death Penalty: Is there ever sufficient justification for the use of the death penalty?

The necessity of a death penalty is very controversial question. It depends on the numerous number of the factors which have a great impact on the result of its usage or non-usage. It can be very effective and lead to
the positive changes in the country. At the same time, it can lead to more injustice power.

The only country of Europe and CIS countries where the death penalty is used is Belarus. Since the beginning of 1990 there were sentenced more than 400 inmates in the Belarus. During all this time only one person was
commuted to a prison term instead of the death penalty. There were executed four convicted persons in the Belarus from the beginning of 2016: Ivan Kulish, Sergei Chmielewski, Sergei Ivanov and Gennady Yakovitsky. Three of them were killed in the November 2016. Every year the ODIHR publish published a report "The Death Penalty in the OSCE Area", containing information on the status of the death penalty in 57 countries - members of the Organization. Belarus and the United States are the only states - OSCE members who support the death penalty in practice. The European Union once again condemned the death penalty in Belarus. The head of EU diplomacy Federica Mogherini also stressed that the issue of the death penalty will shape the EU's policy towards Belarus. At first, Sergei Chmielewski was sentenced to the life imprisonment but then his case was reviewed and the punishment was toughened.

A special feature of American law is that it allows to expose the death penalty minors. For example, in Mississippi – from 13 years, Missouri and Utah – from 14, Arkansas – from 15 years. One more interesting fact
that there is does not specified the age in the 13 states of America, and the question is essentially decided by the court. The shooting is stored as an alternate method of execution in two states - Idaho and Oklahoma. At the
beginning of the century, there were three, but on March 15, 2004 Utah shot banned. Total in the US from 1976 to 2013 there were shot 3 persons.

There were left 22 countries where the death penalty is used in the world in 2015. There were abolished the death penalty in the vast minority in African and Asian countries.

There were executed to the death penalty 1 061 persons in the world in all of these 22 countries.

It is important to realize not only the number of victims, but more important and correct to discuss the acts these people do before they were sentenced to the death.
