Clayton County Police Department
Organizational structure of Clayton County Police Department is very ramified including different functional divisions and units. The Office of Chief of Police includes two Deputy Chiefs bureaus (Field Organizations Command and Support Operations Command), Chief of Staff, Legal Advisor and Office of Professional Standards and Accreditation.
The Office of Chief of Police conducts command, support, control, advising, accreditation functions.
There is one line department - Field Organizations Command that provides the execution of the goal of the organization: provision of police services to the citizens and businesses of Clayton. This department is divided into units in accordance with the functions:
Uniform Division- protecting and saving the citizens of Clayton;
Gang, Inteligence and Narcotics Division- combating drugs and narcotics use, distribution and possession;
Criminal Investigation Division's investigation of robberies, sexual assaults, homicides, aggravated assaults and other criminal justice crimes.
All the functions are delegated from Chief of Police to Deputy Chief, then to one of the divisions and finally to the necessary unit. The communication here flows directly from top to bottom.
While the line department conducts operating functions the supporting departments provides different kinds of support : correct enforcement of codes, maintaining evidence for future investigation, provision of special
aviation, enforcing of legislation relating to animals, reporting, as well as training and developing employees,providing handout information to community etc. In Clayton County Police Department the supporting divisions are: Inventory, Code and Infrastructure , Special Enforcement, Community, Administration and Development. The delegation flows from top to bottom. If a police officer reports about the threat of a suicide then Special Enforcement Division will support the operation using the staff from Crisis Negotiation Unit. The supporting communications flows horizontally on the higher level of authority.
The Chief of Staff controls directly the supporting units: Office Administration, Budget, GCIC/UCR, Public Information, TITAN . Chief of Staff controls the activities connected with special recording according to GCIC/UCR systems, the process of arming officers with information in their patrol cars, budgeting and accounting, telephone functions and clerical operations. All the above functions support the main operations. The functions are delegated from Chief of Police to Chief of Staff and then directly to the required unit. It is classical downward authority communication.
