This report examines the concept of corruption and suggests increasing benefits for the FBI agents by establishing a targeted compensation in order to address their housing expenses.
Introduction
The tragedy of September 11, 2001, triggered US official to work diligently in order to prevent such accidents from ever happening again. The significant responsibility of the FBI relies on investigating terrorist movements and organizations in the US and detaining potential terrorists before the terrorist act happens. However, many FBI agents face to the issues of financial difficulties and low remuneration. For example, one 34-year-old FBI agent is forced to live more than 40 miles from being assigned to New York City, because he just cannot afford to live closer to his work on a salary of $60,000. The salary of another agent, who left his $80,000-year job in Miami, does not cover the expenses on housing in the area of San Diego where he was assigned. For this reason, he lives nearly two hours from the office. Being in serious debt, he cannot afford to be the FBI agent for a long time.
There is a common concern that such the agents, who live in high cost of living areas, such as San Francisco, New York, and Boston being in deep debt, may become a vulnerable aim of corruption, threatening national security. The base salary of a new FBI agent constitutes $50,000, and after five years of service, it could raise to over $70,000. However, this sum is not enough for the areas with high housing costs. In some areas, like Richmond, VA, the housing can be 50% less than in more expensive areas. A recent survey of FBI agents indicates that more than 7,700 consider their financial statement being dangerously unstable. Many of the agents have had to cash out the retirement accounts. This report suggests the solutions to this dilemma by grounding the increase of the base salary to FBI agents and establishing targeted compensation to cover the housing expenses in the certain areas, where the locality pay rates determined by the Federal Salary Council demonstrate a significant underpayment to federal workers.
