Issues of public health involve many interconnected stakeholders and aiming to improve the health of large groups of people can potentially bring a lot of complexity. In the employer case scenario considered for this assignment, external environment is shaped by continuous public debates about the public access to healthcare services, healthcare interventions conducted by governmental authorities, constraints and challenges of rapidly evolving technology. Furthermore, the national healthcare system is currently being reorganised dramatically, as the local councils are given more responsibilities for solving the health problems in their local communities.
On the other hand, considering potential areas of improvement, population healthcare is affected by many determinants, including social determinants and non-clinical determinants. Certain lifestyle choices, such as exercises or eating fruits and vegetables every day, can reduce the chance of illnesses and thus improve the state of public health in the long-term perspective. On the other hand, particular habits or lifestyle choices are considered detrimental for the public health. For example, people who become overweight or even clinically obese have increased chances of occurring health problems such as diabetes, high blood pressures, osteoarthritis and other health risks in the future. Aiming to improve population health and reduce a demand for healthcare services, local authorities and governmental authorities are required to undertake particular efforts to change non-clinical determinants of the population health and communicate to people necessity to change their relevant lifestyle choices. The role of a consultant here is to suggest systematic change into the framework of the healthcare system and work of local authorities in order to address those needs.
To analyse the client needs, the healthcare industry research and analysis of current practices of the local governance in providing healthcare services will be conducted. Healthcare industry accounts for 9.1% of the total GDP in UK, which is slightly less comparing to the global level of expenditure (9.9% of global GDP) (EFM Capital 2016). The healthcare system is structured into four main elements, namely Vendors (pharmaceutical companies, medical equipment companies, and consumer products companies), Service providers (clinics, hospitals), Payers (government, insurance companies, individuals, local councils) and Patients (EFM Capital 2016). There are also important global trends reshaping the healthcare industry today, such as innovation and technology changes, demographic trends (such as aging of the population). According to PwC Report, the healthcare industry currently suffers from the overlap and vague separation of roles and responsibilities, and particularly responsibilities of local authorities in providing health care are unclear to the vast majority of consumers (PwC 2016).
